New Philadelphia Kiwanian Jay Cooper founded the scholarship program in 1979. Later, New Philadelphia Kiwanian Ole Wessel provided a trust fund where the Dover-New Philadelphia Kiwanis Club receives ten percent of the earnings from the trust. The Kiwanis Club has designated these monies for the scholarship program.
